Ministry of Health, Family and Welfare is the apex body providing leadership and guidance to protect health and wellbeing of the citizens of Maldives. It also promotes health through a high quality and comprehensive health care system which is effective, efficient, responsive, affordable, equitable and accessible to all in the country. It regulates and provides policy guidance in matters of health, setting norms and standards for service delivery and coordinate with other national and international stakeholders. 

Health Protection Agency (HPA), Maldives Food and Drug Authority (MFDA), and National Mental Health Department function as departments under Ministry of Health, while Maldives Medical and Dental Council, Maldives Nursing and Midwifery Council, and Maldives Allied Health Council regulates the health professionals.

The health care delivery system of Maldives is organized into a three-tier system with island level primary health centers, a higher level of health facilities with respect to provision of maternal, new born care and specialty care at an atoll/regional level and tertiary care level. To ensure access to healthcare, health facilities are established in each inhabited island even if the population numbers are considerably low. The services of each healthcare facility are graded and depending on the grading of the hospital and health center, medical specialty care is provided. So far, six tertiary level hospitals have been established in the country. Two of these hospitals are privately run hospitals; ADK Hospital and Treetop Hospital, while the other four hospitals are government hospitals; Indira Gandhi Memorial Hospital (IGMH), Dharumavantha Hospital, Hulhumale Hospital and Addu Equatorial Hospital (AEH).

In addition, an atoll hospital with specialist doctors has been established in each atoll and each of them is graded and depending on the grading of the hospital, medical specialty care is provided. The public health field is broad and diverse, bringing together experts with very different backgrounds and perspectives. Through close collaboration, healthcare researchers, public health professionals, government officials, community stakeholders, and others seek to mitigate the impact of health problems, from heart disease and diabetes to infectious diseases and environmental hazards. In this regard, National programs at HPA focuses on creating awareness, developing guidelines and surveillance of public health areas. Urban Primary Healthcare Centre, Dhamanaveshi is established in Male, Primary Healthcare services to citizens in greater male region.

HPA in coordination with relevant stakeholders improves the health of individuals and communities by maintaining public health programs and services. Since the field of public health is largely focused on prevention, community-based programs play a leading role in promoting health-conscious lifestyles and reducing the risks of chronic diseases like heart disease and diabetes. . Urban Primary Healthcare Centre, Dhamanaveshi is established in Male, Primary Healthcare services to citizens in greater male region.

MFDA is the regulatory body for food and medicines in Maldives. The three main divisions; Medicine and Therapeutic Goods Division (MTG); Food Control Division (FCD); National Health Laboratory (NHL), work towards ensuring the safety, quality and efficacy of food and medicine in the Maldives. MTG is the main division responsible for regulating all medicines imported, distributed and sold in Maldives, adhere to the quality, efficacy and safety standards. Also, review the existing policies and procedures to strengthen the availability of safe, efficacious and quality medicines in Maldives.

National Mental Health Department to formulate policies relating to mental health, coordinates mental health service provision, provides a dedicated 24-hour helpline for mental and emotional issues and raises awareness about mental health through collaboration with government institutions, private individuals and organizations.

Home for people with special needs (HPSN) is a residential home for individuals with disabilities, mental illness or elderly needing government residential service. Treatment, rehabilitation services, active services as well as training programs for clients are offered at this home.
